The United States and the European Union announced new sanctions targeting individuals and entities involved in the forced transfer of children from Russian-occupied areas of Ukraine to Russia. These actions include sending children to youth camps in Russia and other Russian-occupied territories.
As a part of the “Where Are Our People?” project, our team contributed to this effort by helping compile lists of individuals responsible for these atrocities and finding evidence of their involvement.
These acts not only involve the unlawful relocation of Ukrainians but also encompass inhuman treatment, torture, forced deportation, and ideological re-education.
The list of people sanctioned:
1. Leyla Fazleeva, Deputy Prime Minister of the Republic of Tatarstan, involved in the planning, budgeting, and oversight of child re-education camps in Tatarstan.
2. Kseniya Mishonova, Commissioner for Children’s Rights in the Moscow Region of the Russian Federation, involved in the systematic relocation, re-education, and adoption of Ukrainian children.
3. Rinat Sadykov, Minister of Youth Affairs of the Republic of Tatarstan, responsible for overseeing re-education camps for Ukrainian children in the region.
4. Tatyana Moskalkova, Commissioner for Human Rights of the Russian Federation.
5. Darya Morozova, “Human Rights Ombudsman” of the so-called Donetsk People’s Republic (DNR).
6. Vitaly Suk, Director of the Oleshky Children’s Boarding House in the Kherson region, involved in relocating children to Russia-occupied Crimea.
7. Eleonora Fedorenko, “Advisor on Children’s Rights” to the head of the so-called DNR, who facilitated the adoption of 27 Ukrainian orphans by families in Russia.
8. Sergey Kravtsov, Minister of Education of the Russian Federation, who announced the transition of Ukrainian schools in Russia-occupied territories to Russian Federation education standards.
9. Vladimir Khromov, Representative of the Commissioner for Children's Rights under the President of the Russian Federation (Maria Lvova-Belova).
10. Veniamin Kondratyev, Member of the State Council of the Russian Federation and Governor of the Krasnodar Territory.
11. Murat Kumpilov, Member of the State Council of the Russian Federation and Head of the Republic of Adygea.
12. Sergey Nosov, Member of the State Council of the Russian Federation and Governor of the Magadan region.
13. Zamid Chalaev, Colonel and Commander of the 2nd Special Police Regiment of the Ministry of Internal Affairs in the Chechen Republic.
14. Vladimir Kovalenko, Chief of Staff of the regional branch "YUNARMY" in Sevastopol.
15. Galina Pyatykh, Advisor to the Governor of Belgorod.
16. Irina Ageeva, Commissioner for Children’s Rights in the Kaluga region.
17. Olena Sharupova, Russia-appointed “Minister of Education and Science” in the occupied territories of the Zaporizhzhia region.
18. Muslim Khuchiev, Chairman of the Government of the Chechen Republic.
19. Vladimir Nechaev, Russia-appointed Head of Sevastopol State University.
20. Aymani Kadyrova, Member of the Board at the Akhmat Kadyrov Foundation.
21. Irina Cherkasova, Commissioner for Children’s Rights in the Rostov region.
22. Mansur Soltaev, Commissioner for Human Rights in the Chechen Republic.
23. Konstantin Fedorenko, Director of Artek, a summer camp in occupied Crimea controlled by the Russian government.
