Conference "Unseen Civilians: A Global Call for Justice" in Lisbon, Portugal

On 24 February, marking the second anniversary of Russia’s full-scale invasion of Ukraine, the Embassy of Ukraine in Portugal, PR Army, and the Nova School of Business and Economics co-hosted the international conference “Unseen Civilians: A Global Call for Justice” in Lisbon. The event brought together diplomats, human rights advocates, journalists, and policymakers to spotlight the devastating plight of Ukrainian civilians who have been unlawfully detained, tortured, and deported by Russian forces.

Panellists emphasised that illegal deportations, hostage-taking, and torture must be acknowledged as key security issues and fully integrated into European defence and human rights strategies.

Bearing Witness: The Story of Olena Yahupova

A powerful moment of the conference was the testimony of Olena Yahupova, a former civilian hostage from Enerhodar in the Zaporizhzhia region. Abducted by Russian forces, Olena endured eight months of captivity marked by forced labour, torture, and sexual violence. She was also coerced into appearing in Russian propaganda videos that falsely portrayed her release. Despite the trauma, Olena has become a brave and outspoken advocate, sharing her story to raise awareness and support accountability efforts. The PR Army continues to work with Olena to amplify her voice through media, advocacy, and partnerships with human rights organisations.

Political Impact and International Commitments

The conference also resulted in significant political outcomes. In its aftermath, the Assembly of the Republic of Portugal, led by President José Pedro Aguiar-Branco, adopted a resolution condemning the grave human rights violations perpetrated by Russian forces. This legislative act formalised Portugal’s stance on the abuses and demonstrated national solidarity with the Ukrainian people. In a further display of commitment, the Portuguese Government pledged to lead advocacy efforts at the EU level, vowing to elevate the voices of civilian victims of Russian aggression and push for stronger mechanisms of justice and accountability within European institutions.

The Lisbon conference reinforced the urgent need for the international community to recognise and address the atrocities committed against Ukrainian civilians. The PR Army remains steadfast in its mission to support survivors like Olena Yahupova, ensuring their stories resonate globally and translate into concrete political and legal action.
